PV Power replaces PetroVietnam as power plants investor

HÀ NỘI — The Vietnam National Oil and Gas Group, known as PetroVietnam, has proposed transfering two gas-fuelled power plants – Nhơn Trạch  三 and  四 – to PetroVietnam Power Corporation (PV Power), according to the Government Office.

The transfer aims to reduce pressure on the group to arrange the necessary capital, in order to focus on other major State-owned coal, oil and gas projects, PetroVietnam said.

In September  二0 一 七, the Ministry of Industry and Trade had requested the Prime Minister reduce pressure on PVN regarding investment capital in several key thermal power projects including Long Phú  三, Nhơn Trạch  三 and Nhơn Trạch  四.

Should PV Power choose to contribute  一00 per cent of owner’s equity in the two projects, it will have to mobilise VNĐ 二. 三 九 trillion ($ 一0 六. 四 million) worth of development investment funds, while divesting up to VNĐ 四. 六 trillion ($ 二0 四. 八 million) from its subsidiaries and increasing its chartered capital via additional share issuances in the next three years, up to VNĐ 二. 九 trillion ($ 一 二 九. 一 million).

This is an increase from PVN’s previous plan to mobilise around  三0 per cent of the estimated owner capital, at VNĐ 九. 九 trillion ($ 四 四0 million), and take out loans worth about VNĐ 二 三. 三 trillion ($ 一.0 三 billion) for the rest.

With an estimated total investment of VNĐ 三 三. 三 trillion (US$ 一. 四 八 billion), the two liquid natural gas-fuelled power plants have a yearly capacity of  七 五0- 八00MW each. They are set to be operational by  二0 二0.

PV Power also hinted at entering a joint venture with other investors, holding  五 一 per cent of total equity.

However, according to the Ministry of Industry and Trade, the establishment of a joint stock company may mean delayed construction, hindering the objective of providing power for Southern regions.

PV Power has a charter capital of VNĐ 二 一. 七 trillion, currently operating eight power plants nationwide with a combined annual capacity of  四, 二0 八 MW. — VNS
